PM E-DRIVE Scheme: Centre Issues Operational Guidelines For Deployment Of 72,300 Public EV Charging Stations With ₹2,000 Crore Outlay

New Delhi: The Centre has issued operational guidelines for the deployment of approximately 72,300 public electric vehicle (EV) charging stations across the country. This initiative comes with a budgetary outlay of Rs 2,000 crore under the broader Rs 10,900 crore PM E-DRIVE scheme.

The guidelines recommend a tiered subsidy structure to support the installation of EV charging infrastructure across various locations. Government premises, including offices, residential complexes, hospitals, and educational institutions, will receive a 100% subsidy on both upstream infrastructure and EV charging equipment, provided the chargers offer free public access.

For locations in cities and along highways managed or controlled by state or central governments or their public sector undertakings—such as railway stations, airports operated by the Airports Authority of India, retail outlets of public sector Oil Marketing Companies (OMCs), bus stations operated by State Transport Undertakings (STUs), metro stations, municipal parking lots, public sector ports, and toll plazas or way-side amenities managed by the National Highways Authority of India (NHAI) or state governments—the subsidy will cover 80% of upstream infrastructure costs and 70% of EV supply equipment costs.

Additionally, the guidelines state that 80% subsidy on upstream infrastructure will be provided for city locations like streets, shopping malls, and market complexes, as well as along highways and expressways. For Battery Swapping Stations and Battery Charging Stations deployed at any location, 80% subsidy on upstream infrastructure will also be provided.

Eligible entities, including Government of India Ministries and State/Union Territory governments, are tasked with appointing nodal agencies to aggregate the demand for EV Public Charging Stations (PCS) and submit proposals to the Ministry of Heavy Industries. These nodal agencies will identify high-priority locations and submit consolidated proposals via a dedicated online portal.

Bharat Heavy Electricals Limited (BHEL) has been designated as the Project Implementation Agency (PIA) responsible for the deployment of public EV charging stations under this scheme.

The subsidy disbursal will follow a two-tranche system, with funds released upon meeting specific compliance and performance benchmarks.

The scheme will primarily focus on urban centres with populations exceeding one million, smart cities, metro-connected satellite towns, state capitals, and high-density national and state highways. Public transport hubs such as railway stations, airports, and fuel retail outlets have also been earmarked to receive infrastructure support.
